Category-Based Selection: The Complete Guide

What Is Category-Based Selection?
Category-Based Selection is a new feature of Canada's Express Entry system, introduced in 2023. It allows the Minister of Immigration to hold targeted draws for candidates who have specific attributes that meet Canada's economic priorities — such as key work experience, French language ability, or a healthcare background.
This means that even if your CRS score is below the general draw cutoff, you may still receive an Invitation to Apply (ITA) if you qualify under a targeted category.
How It Works
- The Minister identifies key economic priorities for Canada
- Categories are created targeting specific skills or attributes
- IRCC holds category-based draws from the Express Entry pool
- Candidates who match the category criteria are invited, typically with lower CRS cutoffs than general draws
Current Categories (2024-2025)
| Category | Target Criteria |
|---|---|
| Healthcare occupations | Work experience in healthcare roles (doctors, nurses, pharmacists, etc.) |
| STEM occupations | Science, technology, engineering, and math roles |
| Trades occupations | Carpenters, electricians, plumbers, welders, etc. |
| Transport occupations | Truck drivers, heavy equipment operators, etc. |
| Agriculture and agri-food | Farm workers, food processing, agricultural managers |
| French language proficiency | Strong French language skills (CLB 7+ in French) |
CRS Cutoffs — Category vs. General Draws
Category-based draws typically have significantly lower CRS cutoffs:
| Draw Type | Typical CRS Cutoff |
|---|---|
| General draws | 480–530+ |
| Healthcare | 420–470 |
| STEM | 430–480 |
| French language | 300–410 |
| Trades | 380–430 |
| Transport | 400–440 |
| Agriculture | 390–430 |
Note: Cutoff scores vary with each draw. Check the latest draw results for current numbers.
How to Qualify for a Category

| Registered nurses | 31301 |
| Licensed practical nurses | 32101 |
| Pharmacists | 31120 |
| Physiotherapists | 31202 |
| Dental hygienists | 32111 |
| Medical laboratory technologists | 32120 |
STEM
| Occupation | NOC Code |
|---|---|
| Software engineers | 21231 |
| Computer programmers | 21230 |
| Data scientists | 21211 |
| Civil engineers | 21300 |
| Mechanical engineers | 21301 |
| Electrical engineers | 21310 |
| Mathematicians/statisticians | 21210 |
Trades
Trades occupations in NOC Major Groups 72, 73, 82, and 92.
French Language
- Minimum CLB 7 in French in all four abilities
- English proficiency is not required (but helps your CRS)
How to Position Yourself for Category-Based Selection
- Identify which category you qualify for — check your NOC code against the eligible lists
- Ensure your Express Entry profile is updated — IRCC draws from the pool automatically
- Take a French test — if you speak any French, getting a TEF score can qualify you for French-language draws
- Get your language scores as high as possible — higher CRS still helps within category draws
- Be in the pool when draws happen — maintain a valid profile
Category-Based vs. General Draws
| Feature | Category-Based | General Draw |
|---|---|---|
| Eligibility | Must match specific category | All Express Entry candidates |
| CRS cutoff | Typically lower | Typically higher |
| Frequency | Varies (announced by IRCC) | Every 2 weeks |
| Number of ITAs | Smaller (targeted) | Larger |
| Strategy | Match your skills to categories | Maximize CRS score |
Tips
- Check if your NOC code matches a category — this is the first and most important step
- Don't ignore general draw preparation — category draws are not guaranteed
- French proficiency is powerful — French-language draws have the lowest CRS cutoffs
- Keep your profile current — update your NOC code if your job duties change
- Watch IRCC announcements — new categories may be added based on economic needs
- Provincial Nomination still trumps all — PNP gives +600 regardless of category
