What Is a Designated Learning Institution?
A Designated Learning Institution (DLI) is a school approved by a Canadian provincial or territorial government to host international students. You must be accepted by a DLI to get a study permit and be eligible for post-graduation work and immigration pathways.
Why DLI Status Matters
| Feature | DLI | Non-DLI |
|---|---|---|
| Study permit | ✅ Eligible | ❌ Not eligible |
| PGWP eligibility | ✅ If qualifying program | ❌ No |
| CRS bonus | ✅ Canadian education points | ❌ No |
| Work while studying | ✅ Up to 20 hrs/week | ❌ No |
| Immigration pathway | ✅ Yes | ❌ No |
Types of DLIs
| Type | PGWP Eligible | Examples |
|---|---|---|
| Public universities | ✅ Yes | U of T, UBC, McGill, University of Alberta |
| Public colleges | ✅ Yes | Seneca, George Brown, BCIT, Algonquin |
| Private universities | ✅ Yes (if authorized to grant degrees) | Quest University |
| Private colleges | ⚠️ Only for degree programs (varies by province) | Various |
| Language schools | ⚠️ DLI but usually no PGWP | ELS, ILAC, etc. |
Finding Your DLI
To verify a school is a DLI and check its PGWP eligibility:
- Visit the IRCC DLI list
- Search by province, city, or school name
- Check the school's DLI number (starts with "O-" or "P-")
- Verify PGWP eligibility — listed as "Yes" for eligible programs
DLI Compliance Requirements
DLIs must:
| Obligation | Details |
|---|---|
| Report enrollment | Confirm student enrollment status through the DLI Portal |
| Report non-compliance | Notify IRCC if a student stops attending |
| Maintain standards | Meet provincial educational quality standards |
| Issue letters | Provide valid letters of acceptance with DLI number |
Top DLIs by Province
| Province | Top Universities | Top Colleges |
|---|---|---|
| Ontario | U of T, Waterloo, McMaster, Western, Ottawa | Seneca, George Brown, Conestoga, Sheridan |
| BC | UBC, SFU, UVic, UNBC | BCIT, Douglas, Langara, VCC |
| Quebec | McGill, U de Montréal, Concordia, Laval | Dawson, Vanier, Cégep du Vieux Montréal |
| Alberta | U of A, U of C, Mount Royal | NAIT, SAIT, NorQuest |
| Manitoba | U of M, Brandon | Red River College |
| Saskatchewan | U of S, U of R | Saskatchewan Polytechnic |
| Atlantic | Dalhousie, Memorial, UNB, StFX | NSCC, NBCC, CNA |
Tips
- Always verify DLI status — before applying and paying tuition
- Check PGWP eligibility separately — not all DLIs qualify for PGWP
- Private colleges are risky — PGWP eligibility varies significantly
- DLI number is on your letter of acceptance — verify it matches IRCC's list
- A DLI can lose its status — check the current list, not old information
- Choose based on immigration goals — if PR is your goal, ensure PGWP eligibility
