A Snapshot of Canada's Application Inventory

As of May 31, 2026, Canada's immigration department had 1,517,770 applications sitting in its inventory awaiting processing. The figure spans permanent residence, temporary residence, and Canadian citizenship applications that had not yet been finalized by an immigration officer.

IRCC published this data through a redesigned version of its application processing system webpage on July 21. Unlike the previous version of the page, the update no longer discloses what share of the inventory is being processed within official service standards, either overall or by category.

The update also shows that between January 1 and May 31, the department finalized a total of 1,648,965 applications. All figures in this release are rounded to the nearest multiple of five.

Permanent Residence Applications

As of May 31, IRCC had 705,315 permanent residence applications awaiting a final decision. Previously, this category tracked Express Entry, enhanced Provincial Nominee Program, and family sponsorship applications separately; the department now groups them under three broader labels — Economic, Family, and Protection — each covering more pathways than before. From January 1 to May 31, IRCC finalized 198,700 PR applications overall.

Economic

The Economic category had 238,335 applications awaiting finalization, with 75% in active processing and 25% waiting for available admission spaces under the 2026-2028 Immigration Levels Plan. The department finalized 111,000 economic immigration applications between January 1 and May 31, 2026.

This category includes pathways such as Express Entry, federal business programs (the start-up visa program and self-employed persons program), and regional economic programs, including the:

• Provincial Nominee Program;
• Atlantic Immigration Program;
• Rural Community Immigration Pilot; and
• Francophone Community Immigration Pilot.

Reporting waitlisted PR applications separately from those in active processing is a newly added feature of IRCC's monthly inventory update.

Family

As of May 31, 159,765 family sponsorship applications remained in IRCC's inventory, with 60% in active processing and 40% waiting for space. The department finalized 45,900 applications under this category between January 1 and May 31, 2026.

IRCC describes the Family category as covering family reunification and international adoption. Reunification includes sponsorship of spouses, partners, and dependent children, as well as sponsorship through the Parents and Grandparents Program. Previously, IRCC referred to this category simply as "Family sponsorship," without a further breakdown.

Protection

The Protection category held the largest number of pending PR applications — 307,215 as of May 31 — with 54% in active processing and 46% waiting for space. IRCC finalized 42,800 applications under this category between January 1 and May 31.

This category did not exist under IRCC's previous application inventory format. It now includes protected persons already in Canada, government-assisted refugees, privately sponsored refugees, and applications made on humanitarian and compassionate grounds.

Temporary Residence Applications

As of May 31, 404,070 temporary residence applications remained in the inventory awaiting finalization. This category continues to cover initial study permits, work permits, and visitor visas. Between January 1 and May 31, the department finalized 1,288,905 applications across these three streams.

Work permits: 35,040 applications remained pending by May's end, while 140,775 had been finalized since January 1.

Study permits: 31,665 applications were awaiting finalization, against 74,370 already finalized since the start of the year.

Visitor visas: 337,365 applications required finalization as of May 31, with 1,073,755 finalized between January 1 and May 31.

Citizenship Applications

As of May 31, IRCC reported 408,385 citizenship-related applications still awaiting a final decision. This category now includes proof of citizenship certificates in addition to citizenship grants, whereas the department previously reported only on grants.

Citizenship grants: 326,365 applications remained unfinalized as of May 31. IRCC finalized 131,420 new citizens between January 1 and May's end.

Proof of citizenship certificates: 82,020 applications were awaiting finalization as of May 31, with 28,940 certificates issued between January 1 and May 31.

With 1.5 million applications still in the system and Protection-category PR files facing the steepest waitlist odds, applicants across all streams should expect processing to remain uneven this year — some categories, like study and work permits, are seeing far more applications finalized relative to their pending inventory than others, like Family and Protection PR applications.
